Addressing food insecurity and lack of access in rural areas

Background

Shrinking natural resources in rural and tribal pockets has led to growth of food insecurity. Land and forest which are traditionally source of livelihood for communities are no more productive as before to sustain growing population. Food security is the key to human development; therefore ensuring food security and building access of the communities to food mission is essential. Rural populations are still beyond the universal coverage of food mission. Apart for these rural populations at remote locations are not able to access benefit of welfare scheme, primarily due to lack of awareness about such schemes and their incapability to initiate and follow normal governmental procedures.

Intervention

  • Social facilitation centres in the villages of Jajpur and Koraput established under the targeted intervention program has motivated communities to meet, share, participate and seek information on schemes and programs launched by Government.
  • CSNR is spearheading inclusion of marginalised people by building bridges with the mainstream programmes and connecting people through proactive community participation.
  • Community Institutions (Social Facilitation Centres) are leading advocacy actions for accessing development and justice and creating a positive environment for the poor and marginalized people to access various government schemes, entitlements and constitutional rights.
  • Right to social security in case of unemployment, sickness, disability, widowhood, old age or other socio-economic situation beyond control and special care and attention to motherhood & childhood are simultaneously being addressed.

What has been done so far?

  • Community orientation-cum-capacity building training conducted and staffs have been deployed in the intervened villages.
  • Information on government schemes and entitlements has been disseminated.
  • Community leaders identified have been capacitated through training to undertake scheme related works
  • Social facilitation centres opened in the intervened places.

Accomplishment

  • Two community level centres i.e. Social Facilitation Centres (SFC) have been established and both have started operating.
  • Two number of Human Rights Defenders-cum-Community Facilitators with relevant experience and knowledge have been deployed at the centres.
  • 547 helpless and marginalised people have been provided support after they put forth their grievances relating to their entitlements.
  • 70 applicants have been referred to government under different schemes and 22 school denial cases have been intervened successfully.

Current Engagement

  • Dissemination of information on different schemes and entitlements through social facilitation center.
  • Identifying community leaders and providing them training on how to tackle issues connected to their rights and entitlements.
  • Holding campaign to broad-base food security mission.
  • Capacity building of social facilitation centers
  • Conducting community level meeting to foster participation among the community members

Ways Ahead

  • Social facilitation centres in villages to be upgraded to function as livelihood facilitation centres.
  • To continue dissemination of information on different government schemes and entitlements among the slum dwellers and through social facilitation centres for creating awareness through workshops and community level meetings.
  • To continue the process of capacity building of social facilitation centres.
  • To advocate for improving accessibility to entitlements, rights and social justice through dialogue, petitions, interfaces and media advocacy.
  • To formulate plan and strategies for regular interventions.
